Palau: Key international human rights instruments remain unratified

This update covers developments relating to the freedoms of association, peaceful assembly and expression in Palau from 8th March 2025 to 29th May 2026.

GENERAL

Fourth Universal Periodic Review

Palau underwent its fourth Universal Periodic Review in May 2026. On 23rd February 2026, Palau submitted their national report to the United Nations Human Rights Council. The review of Palau’s human rights record was held on 7th May 2026. Many States recommended that Palau ratify core international human rights instruments such as the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, the Convention on the Elimination of All Forms of Discrimination against Women or the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment. The Palau delegation recognised that the State continues to face challenges in the ratification and implementation of international human rights treaties due to limited institutional capacity, financial resources and technical support.

Palau also admits that the creation of a National Human Rights Institution or the designation of a permanent human rights officer within each Ministry is a recurring recommendation but underlines “the challenge of securing adequate funding” both for the initial setup and the continued operation of such an office.

EXPRESSION

Island Times website cloned with fabricated news story

On 20th May 2026, a fake news article designed to resemble an authentic Island Times report was circulated. Publisher and editor Leilani Reklai of the Island Times confirmed it was a deepfake. Officials also identified fake Facebook and Instagram accounts spreading false information about the President. Together with the Island Times, the authorities contacted Meta to have the posts removed from Facebook, Instagram, and other platforms.

Earlier that month, on World Press Freedom Day held on 4th May 2026, Palau media had reflected on the challenges it faces regarding the impact of artificial intelligence on press freedom and media. The Palau Media Council had released a statement celebrating “the transformative role of AI in journalism, particularly concerning Palau’s enhanced digital connectivity” and underlined that its strength “lies in empowering local voices to reach broader audiences while safeguarding the integrity of Palauans telling their own stories and narratives.”

ASSOCIATION

Call for more youth spaces and programmes

On 30th September 2025, in an interview with the news outlet Island Times, Mia Kuartei, the now former executive director of the National Youth Congress of Palau, reflected on the challenges young people face. According to her, they lack physical and virtual spaces as well as dedicated youth programmes and services. She urged for stronger partnerships between government ministries and youth organisations.

ASSEMBLY

Rally for former Filipino President Rodrigo Duterte

On 28th March 2025, hundreds of supporters of former President Rodrigo Duterte rallied in Koror City to condemn the arrest and detention of Duterte by the International Criminal Court and demand his return to the Philippines.
