In a new Development Policy Centre discussion paper, we examine how institutional design shapes patterns of cooperation, competition and conflict in developing countries, focusing on civil service administration in Afghanistan (2001-2021) and Papua New Guinea since independence in 1975. A central message of our research is that institutions are not neutral containers of governance. They create incentives. And in fragile or politically complex contexts, those incentives can just as easily produce conflict as cooperation.
